Amroha, Uttar Pradesh: Two senior officials have been suspended in connection with an alleged ₹5 crore sugarcane procurement scam at the Amroha Kisan Cooperative Sugar Mill in Uttar Pradesh. Both officials have been attached to the headquarters of the Uttar Pradesh Cooperative Sugar Mills Federation in Lucknow with immediate effect.
Dr. Shivendra Singh Dhaka, In-charge Chief Cane Officer (CCO), and Deputy Manager Jagdish Prasad were suspended after an investigation found serious irregularities in the mill's cane weighment and procurement system during the 2025-26 crushing season.
According to the investigation, fake cane slips were allegedly generated for 3,744 quintals of sugarcane, involving an estimated value of around ₹5 crore. The alleged fraud took place in January 2026.
The investigation also found that the officials allegedly tried to shift the blame onto lower-level employees. The Chief Cane Officer had earlier filed an FIR against 15 outsourced weighing clerks, accusing them of colluding with farmers to carry out the fraud.
The case came under greater scrutiny after serious lapses were found in the mill's security and monitoring systems. Investigation officials reportedly found that CCTV footage covering January 1 to January 27, 2026, was missing. The mill had also failed to install CCTV cameras at the truck weighbridge at the gate and did not have an annual maintenance contract for its cameras. 
Investigators further pointed to the absence of proper vehicle mapping under the ERP system for bullock carts, tractor-trolleys and trucks entering the sugar mill. Irregular deployment of weighing clerks and alleged misuse of official positions were also highlighted as major administrative lapses .
On May 20, Dr. Shivendra Singh Dhaka had filed a named FIR against 15 outsourced weighing clerks, including Dharmendra Kumar, Sovindr, Manoj Kumar, Irfan, Guru Vachan Singh, Kuldeep, Munish Kumar, Shivam Kumar, Kulwant Singh, Ankur Pal, Rasveer Singh, Rinku Kumar, Pawan Singh, Varun Kumar and Shiv Kumar. The FIR alleged that the employees had colluded with farmers to manipulate the weighment and cane procurement process.
The action followed protests by Bharatiya Kisan Union Bhanu district president Chaman Chauhan, who demanded a high-level and impartial investigation into the alleged irregularities.
The Deputy Cane Commissioner and Deputy Registrar of Cooperative Cane Societies, Moradabad, had also issued an official letter on May 11 regarding the matter. The subsequent investigation reportedly pointed towards possible involvement of senior officials and attempts to conceal or destroy evidence.
Meanwhile, the investigation officer has also been changed. District Cane Officer, Rampur, has now been given charge of the investigation in place of former investigating officer Dr. Hari Krishna Gupta.
The suspension of the two officials marks a significant development in the Amroha cooperative sugar mill scam, with the investigation now focusing on the alleged ₹5 crore fake cane slip fraud, administrative lapses, missing CCTV footage and possible involvement of officials in the irregularities.
