Nitish Kumar’s New Cabinet Unveils Big Plans: 25 Sugar Mills, Tech Push, and 1 Crore Jobs

Bihar chief minister Nitish Kumar held the first meeting with his new cabinet on Tuesday, where they cleared 10 major proposals aimed at boosting industries, modernizing cities, and creating one crore jobs for young people over the next five years.

The cabinet also approved starting the first session of the newly elected assembly from December 1, during which MLAs will take their oath. Nitish Kumar will then seek a vote of confidence.

Major Decisions from the Meeting

1. Revival of the sugar industry
The government plans to set up 25 new sugar mills across Bihar while also reviving nine old mills that have been shut for years. This is part of a larger push to strengthen agro-based industries.

2. Development of new townships
To improve urban infrastructure, the cabinet approved 11 new townships, including at all nine divisional headquarters plus Sitamarhi and Sonepur.

3. Big push toward technology and innovation
The government wants to position Bihar as a major technology hub in eastern India. Plans include:

  • A defence corridor

  • A semiconductor manufacturing park

  • Global capability centres

  • A mega tech city

  • A fintech city

A high-level committee led by the chief secretary will work with national and international experts to prepare a detailed report within six months.

4. Bihar Artificial Intelligence Mission
A new AI mission will be launched to help Bihar lead in artificial intelligence, work with experts and companies, and use new technologies for city development and state-wide growth.

5. Building a “new age economy”
The government wants to turn Bihar into a global back-end hub by encouraging tech-driven services and by inviting suggestions from successful entrepreneurs originally from Bihar. Economists and experts will help draft detailed plans.

Focus on Youth Employment

Employment remains a top priority. Between 2020 and 2025, the government created around 50 lakh jobs under the Saat Nischay-2 program. Now it aims to double that number by creating 1 crore job and employment opportunities from 2025 to 2030.

Industrial Growth Momentum

Officials say Bihar now has the necessary infrastructure — industrial corridors, better roads, reliable power, water resources, and skilled workers — to attract large industries. The administration says it is committed to completing all announced projects on time.
