india Sugar Production Seen at 27.9 Million Tonnes in 2025-26; Tight Stocks Raise Festival Supply Concerns

New Delhi: India’s sugar production is expected to reach around 27.9 million tonnes in the 2025-26 sugar season, according to the Indian Sugar & Bio-Energy Manufacturers Association (ISMA), as the industry closely monitors domestic supplies ahead of the festive season. As of August 31, sugar mills had produced around 27.75 million tonnes, with another 150,000 tonnes expected from mills in Karnataka and Tamil Nadu operating under the special sugar season through September. ISMA Director General Deepak Ballani said most mills across the country had completed sugarcane crushing by mid-April, while around 17 units in the two southern states are expected to continue operations until September. India produced approximately 26.1 million tonnes of sugar last year, along with a carryover stock of 7.9 million tonnes. For the current season, the opening carryover stock stood at around 5 million tonnes, and with estimated production of 27.9 million tonnes, total sugar availability is expected to be close to 33 million tonnes. However, around 825,000 tonnes of sugar were exported before the government imposed an export ban in May. With annual domestic sugar consumption estimated at about 28.5 million tonnes, India could end the season with a carryover stock of roughly 3.5 million tonnes by September 30. The relatively tight stock position has raised concerns because fresh sugar supplies generally increase only from November, while demand typically rises from October due to Diwali, other festivals and the wedding season. To improve availability and control elevated sugar prices, the government has permitted 1 million tonnes of raw sugar imports through October-end and directed refineries to supply some refined sugar made from previously imported raw sugar to the domestic market. Ballani said port-based refineries could release around 250,000-300,000 tonnes of sugar by October 31, providing immediate relief to the market. Domestic mills have also been asked to begin crushing operations around 15 days earlier, by mid-October, to ensure adequate supplies during the festival period. Sugar prices had surged sharply in August amid concerns over tightening stocks, with ex-mill prices rising to around Rs 6,000-Rs 6,400 per 100 kg, compared with Rs 4,600-Rs 4,800 in July. Prices have since started easing following the government’s decision to allow duty-free raw sugar imports. However, industry watchers expect global sugar price volatility and changing import parity to continue influencing the Indian sugar market in the coming weeks.
